Clinton Kelly

Clinton Kelly, Ph.D. is a Principal Consultant with ioPredict, and specializes in test development and validation including validation of IT coding assessments. He has more than 12 years of experience conducting job analyses and developing and validating examinations used for employee selection and licensure/certification for private and public sector organizations. His experience has included the design and administration of content validation studies including job analysis, criterion-related validation studies, test content development (e.g., written tests, performance tests, interviews, and non-cognitive assessments), writing technical reports, and performing specialized research related to test construction and validation. He has provided technical guidance to clients in test design, use, and analysis as well as conducted psychometric analyses to assess exam and item fairness and functioning. Clinton is also a lecturer at California State University, Sacramento and teaches undergraduate courses in Industrial/Organizational Psychology. He holds a Master’s degree in Industrial and Organizational Psychology from California State University, Sacramento and a Doctorate in Applied Social Psychology from Brigham Young University.  Previous to ioPredict, Clinton held consulting positions at CPS-HR, PSI, and Biddle Consulting Group, Inc.

Brian G. Moritsch

Mr. Moritsch is a Principal Consultant with ioPredict and has over 35 years of experience in the fields of test development and validation, and data analysis.  Over the course of his career, Mr. Moritsch has developed written tests, oral interview examinations, assessment centers, physical ability tests, job performance tests, audio/video tests, aptitude tests, licensure and certification examinations, interest inventories, employee attitude surveys, situational judgment tests, and biodata instruments.  His areas of expertise include multi-jurisdictional job analysis, multiple-choice item writing, test validation procedures, examination passpoint setting procedures, and interpreting classic statistical data.

 

Mr. Moritsch is the Psychometrician of the National Association of State Contractor Licensure Agencies (NASCLA) where he oversees the development and maintenance of national contractor licensure examinations.  Prior to rejoining ioPredict, Mr. Moritsch was the Licensure Test Development Manager for PSI, a national test development company.  As manager, Mr. Moritsch oversaw the development and maintenance of over 1,800 state and national licensure exams, with clients in 37 states and provinces.  Mr. Moritsch’s employment history also includes: Senior Test Development Consultant for CPS Human Resource Services, where he was responsible for test development for their test rental program; Senior Research Analyst for the U.S. Department of Labor, where he was involved in the development of the U.S. Employment Service’s General Aptitude Test Battery and was a member of the original project team that developed the U.S. DOL’s O*NET database; and Senior Personnel Analyst for the San Francisco Police and Fire Departments, where his primary responsibility was the development of entry-level and promotional examinations under the constraints of a Federal Consent Decree.  Mr. Moritsch is currently a trainer for CalHR and CPS HR, where he trains Analysts on data analysis, test development, item writing, and structured interview techniques. 

 

Mr. Moritsch obtained his Bachelor of Arts degree in Psychology from the University of California at Berkeley.  He obtained his Master of Arts degree in Educational Psychology from San Francisco State University; where his studies focused primarily on the development and validation of cognitive examinations, and behavioral statistics.  Mr. Moritsch is a Past-President and Board Member of the Personnel Testing Council of Northern California.

Jim Kuthy

Jason Schaefer, M.A., M.B.A is a Principal Consultant with ioPredict, and specializes in test development and validation. He has more than 14 years of experience developing and validating examinations used for employee selection and licensure/certification for organizations throughout the US. His experience has included the design and administration of content validation studies including job analysis, criterion-related validation studies, test content development (e.g., written tests, performance tests, interviews, and non-cognitive assessments), writing technical reports, and performing specialized research related to test construction and validation. He has provided technical guidance to clients in test design, use, and analysis as well as conducted psychometric analyses to assess exam and item fairness and functioning.  Additional work included the development and administration of surveys assessing employee attitudes, organizational climate, client satisfaction, program/process effectiveness and 360-degree feedback for leadership development purposes. Jason has presented research findings on topics of interest to testing professionals at a variety of professional conferences.  Jason holds Master’s degrees in Business Administration and Industrial and Organizational Psychology from California State University, Sacramento.  Previous to ioPredict, Jason held consulting positions at CPS-HR, PSI, and Biddle Consulting Group, Inc.

Dr. Jim Kuthy is a Project Consultant with ioPredict, and is distinguished by being both a personnel-assessment specialist, with Masters and Ph.D. degrees in Industrial and Organization Psychology, as well as being a former law enforcement officer in two states. During the past 20 years, Dr. Kuthy has conducted job analysis and validation studies of testing practices for many dozens of employers. In addition, he was the author of Biddle Consulting Group’s CritiCall Dispatcher/Call-Taker Pre-Employment Testing Software, which has been adopted by more than 2,000 public-safety agencies in the United States and Canada. His findings have consistently been accepted by the courts and the Office of Federal Contractor Compliance Programs (OFCCP) as addressing the federal Uniform Guidelines on Employee Selection Procedures (1978) and federal regulations. Dr. Kuthy has presented at more than 50 national/international conferences and webinars concerning Human Resource-related issues, and his work is highly regarded in the industry.  Finally, he is an Instructor at the Business School at the University of Nevada, Reno.
